The Circular Economy Act: Making Circular Markets Work

A successful circular transition is vital – not only for meeting our climate, zero pollution and biodiversity targets but also for strengthening Europe’s industrial competitiveness and economic resilience. However, while the Ecodesign for Sustainable Products Regulation and various waste and product laws have laid a solid foundation, they have yet drive systemic change across the mainstream economy. 

Building on insights from Enrico Letta, Mario Draghi and other leading economists, the new Commission has committed to introducing a Circular Economy Act (CEA) – a game-changer for scaling up circular materials, products, and services. The CEA aims to level the playing field for secondary raw materials and waste, enhance supply and demand, and integrate circularity into Europe’s broader Clean Industrial Deal.  

As the Commission weighs its policy option, this session will bring together top decision-makers and industry leaders to tackle a crucial challenge: how to get the economic right. How can we ensure circular products and materials compete fairly with virgin materials? What mechanisms – pricing, incentives, regulations – can unlock investment and scale up circular business models?
