César LUENA

César Luena has been a Member of the European Parliament since July 2019 in the group of the Progressive Alliance of Socialists and Democrats. He is the Vice-Chair of the Committee on the Environment, Health and Food Safety (ENVI), as well as of the Delegation for Relations with the Korean Peninsula.

He was the representative member of the S&D for the resolution of Parliament on the Fifteenth meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15) and the European Parliament's rapporteur for the European Union Biodiversity Strategy to 2030, in which he has advocated ambitious targets for nature conservation and restoration and the need to address the main drivers of biodiversity loss. He was the head of the European Parliament's delegation to the COP15 in Montreal and he is the EP's rapporteur for the EU Nature Restoration Law, continuing the work started with the Biodiversity Strategy to 2030.

Prior to this, Mr. Luena served as an MP in La Rioja (2007-2008) and in the Spanish Parliament (2008-2019) and worked as Secretary General of the PSOE in La Rioja (2012-2017) and Secretary of Organization of the PSOE (2014-2016).

César Luena López has a doctorate from the University of La Rioja and is an Associate Professor in the Department of Social Sciences at the Carlos III University of Madrid.
